Minutes of the previous board meeting Oct 2025 were presented by e mail. Board reviewed and a motion m/s to approve motion passed
ARC a committee report, previously submitted by ARC chair Barker, was reviewed by the board. There was discussion by the board on the apparent lack of attention to sending out notices requested by ARC as needed. Mark stated he has tried several times to get to the bottom of this issue w/ PJ Morgan but can’t seem to get a response to this issue. Board felt Mark should try one more email and if not receiving satisfaction he needs to go to supervisor. Mark will handle.
There was no treasurers report at this time.
There was no managers report from PJ Morgan.
Old Business
There were 3 proposals that Mark has sent out since the last meeting asking for approval, which were approved unanimously before, they were:
The second and last payment on the lot west of the Villas Park in the amount of $14,171.11. The amount was after tax and other obligations.
Tree removal on SE side of park of a large cottonwood as well as an ash tree. Hughes Tree Service bid $4,950 for removal and stump grinding.
Gnome Irrigation for annual maintenance including, flowers, mulch, mowing of the complete HOA property (all landscape management). The amount is $53,281 for the year in 7 monthly payments. This would be a 4 year agreement with a 4% escalator in years 2-3-4.
The board re-affirmed our previous votes on all 3 proposals and a motion was m/s to approve again. Motion passed
New Business
There was discussion by the board of finances of the HOA and if there was need to increase dues to the homeowners. There was a feeling that since we have not raised dues in more than 13 years and it appears that while we do have about 1 year of expenses in reserve that this would be prudent. Board discussed at length what we felt future would bring and discussed possible expenditures. Mark requested that we lay this over till full board is present and continue the discussion next meeting.
HOA liability insurance was discussed and Mark stated that we have not priced out a new policy or reviewed it in the last few years it would be prudent to do so to see if policy is up to date, if changes are needed and if it is priced appropriately. Board directed Mark to follow up on that. Mark stated that the SID has similar policy and it appears cheaper but he will get feedback and possible bid on this.
There was discussion on 4 items related to new lot HOA has purchased. First was a sidewalk we are required to put in on street face of Read St. 2. Moving trail to center from current area along back of homes along Scott St backing up to park. Board felt that a concrete underpayment with bricks over top (to come from trail to be moved which would be a volunteer project). 3. Raising up the trail along west edge of waterfall as with any rain/sprinkler use, this sidewalk area is 100% flooded. 4. Also residents have asked if we can add a concrete path on west side of gazebo so bike, wheelchairs, and strollers can access without try to use stairs and bridge. Mark will contact some contractors and see if we can get a proposal and pricing and present it to board.
Board discussed the accounts receivable and one homeowner has gone more than $1000.00 due the HOA. It has been board policy that a lien is filed on properties when owed amounts top $1000.00. Mark will contact PJ Morgan and have them start the procedure.
Being no further business the meeting adjourned at 6:50 pm
